What it governs
The RISE / S/4HANA Cloud aggregation metric. Individuals are converted into a single pooled number at fixed ratios, and the pool may be reallocated between use types during the term.
Why SAP moves on it — or doesn't
The ratios are published standard terms and do not move. What moves is how many FUEs you buy and what they cost.
The lever
Model the user mix honestly before committing. Since one FUE equals thirty self-service users but only one advanced user, an incorrect mix assumption changes the required quantity by an order of magnitude.
Usage metric FUE: 1 FUE = 1 advanced use, 5 core use, 30 self-service use, 0.5 Developer Access (a developer costs 2 FUE). Each FUE may be allocated to any one use type and re-allocated during the subscription term, but cannot be divided between use types. The ratios are identical in the private-edition Service Description Guide and the public-edition Service Use Descriptions.
